finalizing ECE 2800 project groups

Group registration has been frozen, so any further changes have to be done via email to me
instead of the online link.  See http://fog.misty.com/perry/pdev/proposal/groups.txt
for a raw list, and http://fog.misty.com/perry/pdev/proposal/print.html for a list which
will eventually have links to the presentations and reports.

Note that your group number may have changed since you last checked, but those are now
frozen and will not change again.

One group (G05) is missing a project description and one student (Hieu Minh Dam)
is still not in a group and needs to join some existing group of 3.

There will be no class next week, then presentations start the following week,
April 4 for groups 1-6, and April 11 for groups 7-13.
